In accordance with the authority granted in M.S. Chapter 462, as amended from time to time, and in furtherance of the policies declared in other chapters, including M.S. Chapters 103F, 115, 116 and 414, as amended from time to time, and this chapter is adopted for the purpose of:
(A) Implementing the goals and policies of the Comprehensive Plan;
(B) Protecting the public health, safety, comfort, convenience and general welfare;
(C) Promoting orderly development of the residential, commercial, industrial, recreational and public areas;
(D) Conserving and protecting the natural resources in the city; and
(E) Providing for the compatibility of different land uses and designating the most appropriate use of land throughout the city.
