In case any basement, cellar, dwelling or dwelling unit, premises, rooming unit or rooming house is maintained or used or is proposed to be used in violation of this chapter or any amendment or supplement thereto or contrary to any provision of any rule or regulation adopted by ordinance as herein provided, the city in addition to other remedies provided by law, may take appropriate action or proceedings to prevent the maintenance or use to restrain, correct or abate the violation.
