§ 130.15  DEFINITION.
   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   VAGRANT.
      (1)   A person who, being a habitual drunkard, abandons, neglects or refuses to aid in the support of his or her family;
      (2)   A person who has contracted an infectious or other disease in the practice of drunkenness or debauchery, requiring charitable aid to restore him or her to health;
      (3)   Fortune tellers and other such imposters;
      (4)   A person known to be a pick-pocket, thief, burglar, yeggman or confidence person, and having no visible or lawful means of support, when found loitering around any depot, railroad yard, place of amusement, hotel, store, shop or crowded thoroughfare or at any public gathering or assembly. Provided that, this section shall not apply to the person unless he or she has been convicted of the offense which would make him or her known as the person, and shall not apply to any person who has been in prison for the offense, who, after being released from the imprisonment has been engaged in lawful employment, and shall not in any case apply to the  person until more than 30 days have elapsed since being released from the imprisonment;
      (5)   A person found in or loitering near any structure, vehicle or private grounds who is there without the consent of the owner and is unable to account for being there; and
      (6)   Any person not blind, over 16 years of age, and who has not resided in the county in which he or she may be at any time for a period of six months prior thereto, and not having visible means to maintain himself or herself, lives without employment, or wanders about and begs, or goes from door to door or places himself or herself in the streets, highways or public places to beg or receive alms.
