The regulations of this chapter are intended to preserve and protect heritage landmarks and heritage landmark districts. For all heritage landmarks and heritage landmark districts the regulations for both the zoning ordinance and this chapter shall apply. Whenever there is conflict between the regulations of the zoning ordinance and the regulations of this chapter, the regulations of this chapter shall apply.
