All notices to be given to an applicant or licensee under this chapter shall be given either by personal service, or by mail to the address for service of notices as shown on the application form. Service by mail shall be deemed complete on the date of mailing and shall be conclusively presumed that notice by mail was received by the applicant or licensee, and the failure of the applicant or licensee to receive the notice shall not invalidate the action taken pursuant to the notice.
