It shall be unlawful for any person to engage in a regulated activity within the city without having first obtained a license containing the information prescribed by the City Administrator issued and signed by the City Administrator and without having the license in possession; provided, however, that, persons who are licensed by the state to carry on a particular activity, and route salespeople of dairy and other perishable food products, shall not be subject to the provisions of this chapter. Each individual person engaged in a regulated activity must be licensed with the City Administrator. Upon being furnished with the required information, payment of the prescribed fee and the completion of the Police Department investigation, the City Administrator shall issue a license except as provided in § 110.18. The City Administrator shall make a reasonable effort to complete the registration process promptly.
