§ 56.086  OBLIGATION OF OWNER TO MAINTAIN.
   The owner of any premises within the city abutting upon a boulevard area is charged with the obligation of maintaining the surface area of said boulevard in reasonable and sightly condition and in conformity with the other chapters of the city. This obligation includes the cutting of grass, the planting and maintenance of trees and elimination of noxious weeds.
