Waste water service charges provided for in this subchapter shall be included as a separate item on the regular bill for water. Charges shall be paid at the same time that the water charges of the person become due. The city shall annually make available to all users, information showing what portion of the service charge is necessary to meet the operation, maintenance and replacement costs (user charge) and what portion is necessary to meet long term debt (debt service charge).
