374.16 OPERATION OF NON-REGISTERED SELF-PROPELLED VEHICLES.
   (a)   Operation on Public Property. No person shall operate a go-kart, swamp buggy, race car, snowmobile or other self-propelled vehicle, designed to travel on snow-covered or any other kind of surface or terrain, and of a type not registered with the Ohio Department of Motor Vehicles or the Police Department of this Municipality, upon any public street, highway, boulevard, road, drive, path, walk, trail or way, nor upon any public field, park or other Municipality property, except in areas specially designated for their use.
   (b)   Operation on Private Property. No person shall operate any vehicle described in subsection (a) of this section upon any private road, drive, path, walk, trail or way, nor upon any field or lands, except his or her own property, without the written permission of the owner thereof, which shall state the name, address and telephone number of the owner and of the person to whom permission is granted, the date and time covered by the permit and a description of the area covered by the permit.
   (c)   Hours of Operation. No person shall operate any vehicle described in subsection (a) of this section between the hours of 11:00 p.m. and 7:00 a.m. of the following day.
   (d)   Responsibility of Parent or Guardian. No parent, guardian or other adult person having the care or custody of a minor under the age of eighteen years shall knowingly permit such minor to operate any vehicle described in subsection (a) of this section contrary to the provisions of this section.

   (e)   Penalty. Any minor under the age of eighteen years who violates any provision of this section shall be dealt with in accordance with Juvenile Court law and procedure. Any parent, guardian or other adult person having the care and custody of a minor who violates subsection (d) of this section, and any person not a minor under the age of eighteen years who violates any provision of this section, is guilty of a misdemeanor of the first degree and shall be subject to the penalty provided in Section 308.01.
