374.12 LICENSING AND REGISTRATION OF BICYCLES.
   (a)   In General. No person shall ride or use a bicycle upon any public street, highway or boulevard, or upon any public place, or upon a public path set aside for the exclusive use of bicycles, in the Village, unless it is licensed and registered as hereinafter provided.
   (b)   Information Required for Police Chief. Every owner of a bicycle to be operated in the Village shall list and register with the Chief of Police his or her name and address, the name of the manufacturer of the bicycle, the number and style of the bicycle and a general description.

   (c)   Police Records; Identification Tags. The Village shall provide a suitable file for the purpose of keeping a record of bicycles, which record shall be kept at the Police Department in the Town Hall. There shall be provided a suitable identification tag upon each of which shall be marked or stamped a distinguishing number, and for each bicycle registered the Chief of Police shall furnish to the owner thereof one of such tags. The owner shall affix and keep affixed to the bicycle to which the same is issued the original tag and shall keep the registration in his or her possession and shall at all reasonable times, upon demand of any member of the Police Department, exhibit the same for the purpose of identification and as proof of ownership.
   (d)   License and Registration Fee; Transfers. The fee for such license and registration tag is fixed at one dollar ($1.00), which shall be paid to the Chief of Police at the time of the issuance thereof. Only one license and registration shall be required so long as the bicycle belongs to the same owner. The issuance of the tag herein provided for and the record thereof as herein provided shall be the only evidence of the license and registration of the bicycle, as well as the license certificate issued. Upon change of ownership, such license tag may be transferred to and issued in the manner herein provided in the name of the new owner upon payment of a fee of one dollar ($1.00). Tags shall not be transferred from one bicycle to another, and no person shall attach to any bicycle a tag not issued for the use thereof.
   (e)   Duplicate Tags; Fee. Upon loss of any such tag or a duplicate thereof, and upon application and satisfactory evidence of such loss, a new tag shall be issued upon the payment of a fee of one dollar ($1.00).

   (f)   Registration Fee for Motor-Driven Bicycles. No motor-driven bicycle or other similar motor-driven vehicle, for which no license fee is required by the State for the operation thereof, shall be operated upon any street, highway, boulevard or public place within the Village unless the same has been registered with the Chief of Police and a fee of five dollars ($5.00) paid for each such vehicle so registered.
