No person driving or having charge of any motor vehicle or other vehicle shall allow the same to remain standing, whether occupied or unoccupied, at designated parking areas along Chagrin River Road outside of the business district for a longer period than fifteen minutes and then only during daylight hours, as indicated by signs posted for that purpose at each such parking area.
