Except as may be otherwise provided in this Traffic Code, no person driving or having charge of any motor vehicle or other vehicle shall allow the same to remain standing, whether occupied or unoccupied, on any of the streets, roads or public grounds of the Village for a longer period than five minutes, except in front of a private residence and with the consent of the owner or occupant thereof, or by reason of an accident or other casualty necessitating the repair of such vehicle.
