(a) For the purposes of this chapter, "economic gain" means the cultivation, production, distribution, or sale of any good or service for money, in-kind services, or any other thing of value.
(b) Whenever a property owner contemplates cutting a tree or trees for economic gain, the property owner must obtain a Commercial Tree Cutting Permit from the Building Official no later than thirty (30) days prior to the commencement of any tree cutting activity.
(c) An application for a Commercial Tree Cutting Permit shall contain the following information, as well as such other information as the Building Official may require:
(1) Name, address, and phone number of property owner;
(2) Name, address, and phone number of the Professional Consulting Forester as defined in OAC 1501:3-10-01 (CC) who created the Forest Management Plan required by this chapter;
(3) Name, address, and phone number of the licensed contractor who will perform tree cutting and post-cutting activities on the property;
(4) Address of the property including permanent parcel number(s);
(5) Verification that the property is currently enrolled in either the Current Agricultural Use Value ("CAUV") program or the Ohio Forest Tax Law ("OFTL") program;
(6) A Forest Management Plan that complies with the requirements set forth in Ohio Administrative Code Section 1501:3-10-01(Q) and this chapter; and
(7) Authorization from the property owner that the Village and its agents may enter onto the property at any time to monitor and/or review the tree cutting and post-cutting activities on the property.
