(a) There is hereby established in and for the Village the position of Water Line Commissioner.
(b) The official duties of such Commissioner shall be to coordinate and expedite engineering, cost estimation, development of a method of assessing property owners, if necessary, and financing of new public water lines within the Village. In such endeavor the Commissioner shall communicate and coordinate his or her efforts with the Council, the Mayor, the Service Director, the Law Director, the Treasurer, the Village Engineer or any engineer selected to provide design and cost estimates, the Cleveland Water Department, bond counsel selected to provide legal services and such other Village officers and committees as the Commissioner shall deem necessary.
(c) The Commissioner shall receive no compensation, but shall be reimbursed for his or her expenses.
(d) The Commissioner shall be appointed by the Mayor subject to confirmation by Council.
(e) Pursuant to Article III, Section 2, of the Charter, a member of Council may serve as the Water Line Commissioner and such service shall not be deemed to be holding any other public office within the Village.
