There is hereby established a fund to be designated as the Wastewater Plant Fund. Such Fund may receive such amounts as directed by Council, including funds received by the Village from State Issue 2 monies, loans and grants, Capital Improvement Fund transfers, and proceeds of bond issues and assessments. Such Fund shall be appropriated in and included as part of the annual appropriation of the Village. Costs and expenses of installing and maintaining the wastewater plant, lines and service connections, together with necessary appurtenances thereto, including legal fees, engineering fees, construction costs, administration costs, operating costs and repayment of loans and bond issues, may be paid from the Wastewater Plant Fund, as directed by Council.
