Every corporate or individual person occupying or having the custody of any structure whose sewage is discharged into a private sewage disposal system shall maintain such system constantly in good and sanitary repair, so that satisfactory purification of the sewage will be constantly maintained. The powers of the Building Official set forth in Section 1311.02 are hereby expressly declared to apply with equal force to every part of every private sewage disposal system.
