The total costs of removing insecure, unsafe or structurally defective dwellings or structures, including the cost of service or publication of the notice, whether such costs are incurred due to the use of employees, materials and equipment of the Village or by contract for labor, materials and equipment, or both, together with a proper description of the premises, shall be certified by the Clerk to the County Auditor, to be placed by him or her upon the tax duplicate to be collected as other taxes. All other costs incurred under this chapter shall be paid out of the Village Treasury, and the Village may institute an appropriate action in the courts to recover such costs from the owner of the premises.
