1361.01 STORAGE AND SCREENING OF VEHICLES IN RESIDENTIAL AREAS.
   (a)   No vehicle shall be stored upon any premises in a residential use district within the Village except passenger automobiles, except that private mobile recreational facilities, including motor vehicles, boats and recreational trailers used solely for recreational purposes by the residents of the premises, and small panel or pick-up trucks, may be stored on the premises in a garage building or outside if adequately screened, but the same shall not be used for sleeping or eating purposes within the Village.
   (b)   No such recreational vehicle, trailer or truck shall be stored outside of a garage until the adequacy of screening has been determined by the Architectural Board of Review based upon a screening plan submitted to the Board and upon the following factors:
      (1)   The location of the screened area relative to adjacent residences;
      (2)   The size and condition of the vehicle;
      (3)   The view of the screened area from the street; and
      (4)   The size, quantity and quality of screening. Adequate screening may consist of building walls, fencing as permitted by this Building and Housing Code, or approved by the Board, or planting.
    (c)   At least five days before the Board makes any determination as to the adequacy of screening, notices shall be sent to the owners of contiguous properties. After such determination has been made, notice thereof shall be promptly given to the applicant and to the owners of contiguous properties. Such determination shall not become effective for ten days thereafter and, if an appeal is filed with Council by an owner of contiguous property, such determination shall not become effective until such appeal has been decided by Council or for sixty days, whichever is earlier.
