No person, agent, firm or corporation shall rent, lease, sell, convey or transfer any premises with a dwelling, building, structure or other installation located thereon within the Village, or any interest therein, without presenting to the prospective tenant, lessee, purchaser, grantee or transferee a current certificate of inspection, and, if required, a Septic System Certificate, and, when an escrow has been established, depositing in escrow prior to delivery of possession or transfer of title, a statement acknowledging the receipt thereof.
