957.01 RULES.
   Rules concerning the use of the Community House shall be as follows:
   (a)   Reservations.
      (1)   All reservations for any activity must be made through the Town Hall. Applications may be picked up and dropped off at the Town Hall twenty-four hours a day. Building availability information is available Monday through Friday, 8:00 a.m. to 4:00 p.m., by calling 423-4405.

      (2)   A Gates Mills resident, twenty-one years of age or older, must secure reservations and be in attendance the full term of the party.
      (3)   Reservations will be made on a first-come basis.
      (4)   Reservations should be secured at least thirty days prior to the use of the facility. Applicants will receive notice of approval or denial of use promptly.

      (5)   Reservations must be secured and signed with the accompanying deposits at the Town Hall. Two checks payable to the Village of Gates Mills are required. A check for one hundred fifty dollars ($150.00) will be applied to cleaning, utilities and wear and tear on the building. Another check for two hundred dollars ($200.00) will not be deposited unless there is damage beyond ordinary wear and tear.

      (6)   Only those areas and facilities expressly listed on the reservation may be used and only during the prescribed hours. Private party caterers must provide their own equipment or make arrangements with the Community House Coordinator for the use of Community House materials.
      (7)   The Community House will close at 11:00 p.m., Sunday through Thursday, and 12:00 midnight, Friday and Saturday. (Res. 2585. Passed 2-8-94.)
      (8)   Private party users are required to meet with the Community House Coordinator. Names are provided with the application.

      (9)   There will be no charge or deposit for security and custodial services for approved Village organizations.
      (10)   Keys for entry to the building must be signed for at the Police Department. Private party use shall be restricted to the main auditoriums and kitchen (if requested).
   (b)   Restrictions.
      (1)   Under no circumstances will sales of alcoholic beverages or illegal activities be permitted.
      (2)   Any right or privilege granted to any person is personal and exclusive and shall not be transferable to any other person.
      (3)   The cost of repairing any damage to the facility or its contents will be charged directly to the permit holder. Excessive or unusual damage to the building will disqualify residents from future use.
      (4)   All use of the building requires the building to be left in the same condition as it is found.
      (5)   Security services are required for private parties. The applicant will be responsible for arranging and paying for security personnel who must be approved by the Village. The arrangements for this service may be made by calling the Police Department at 423-4456. The police officer is to be paid at the time of the event.          Police officers shall be paid at thirteen dollars ($13.00) per hour, for a minimum of three hours. One security person must remain until the conclusion of the event.
      (6)   Adult supervisors must be in attendance at all youth functions.
      (7)   Political activities must be sponsored by a Village resident.
      (8)   For-profit activities, except for Village organizations, are prohibited.
   (c)   Equipment.
      (1)   Persons and groups may not bring in tables, chairs or other furnishings without written consent.
      (2)   The use of any materials on the walls, floors, windows and decorations without approval is strictly prohibited.
   (d)   Village Organizations.
         Gates Mills Improvement Society.
         Gates Mills Community Club.
         Gates Mills Garden Club.
         Gates Mills Historical Society.
         Gates Mills Players.
         Gates Mills Land Conservancy.
         Friends of the Gates Mills Library.
         Gates Mills P.T.C.
         Village churches.
         All Recreation Board members.
         Western Reserve Republican Club.
         Boy Scouts.
         Girl Scouts and Brownies.
         Little League.
         Tennis.
         Women's Recreation Board.
         Strawhat.
   (e)   Special Allowances (Grandfathered).
         St. Christopher's Dinner.
         Al-Annon -- AA Dinner.
         Garden Club of Greater Cleveland.
         Living room learning.
         Bible study group.
         Exercise class.
