No person shall cause or allow containers of trash, garbage, waste, rubbish, refuse or any other material, substance or chattel property, to be placed at or near the driveway entrance to a public or private right of way for pick-up, prior to 6:00 a.m. or later than 7:00 p.m. of the day on which such pick-up is scheduled. Containers shall be adequate to prevent scavenging animals and the natural elements from littering the area with their contents and any such litter at the collection site shall be cleaned up by the person responsible for placing the containers at that location.
