All moneys collected by the Village as charges pursuant to the provisions of this chapter shall be deposited into the Water Fund of the Village and used for purposes of the water system as provided in Article XVIII, Section Four, of the Ohio Constitution, including the repayment of obligations incurred by, or advances made by, the Village for the construction, replacement, rehabilitation or improvement of the water system.
