No person, corporation, public agency, partnership or association shall connect, or cause to be connected, any building or other structure directly to the public water supply system identified in Section 1 of Resolution 2639 (the "Resolution of Necessity"), passed March 25, 1995, and hereinafter referred to as "the project," without first securing a permit from the Service Director in accordance with this chapter and paying any applicable charges determined in accordance with the provisions of this chapter. No connection in excess of four inches shall be permitted except with the prior approval of Council.
