(a) For haulers not operating on a regular schedule in the Village at the time of the enactment of this chapter, the Service Director shall investigate each new applicant to determine the suitability of such applicant to render the services of a hauler. All new applicants and currently operating haulers shall furnish and file with the Service Director the following:
(1) The name of each person in the employ of the hauler and a personal history statement of each, which shall be kept current (form to be provided by the Village).
(2) The location of the dumping site or sites for the rubbish, refuse, garbage and/or septic tank waste to be collected under the license, which shall be outside of the corporation limits of the Village.
(3) A description of the truck or other vehicle used to collect and transport the rubbish, refuse, garbage and/or septic tank waste to be collected, which shall bear a sign with the hauler's last name in four-inch block letters on both cab doors and, if possible, at the rear of the vehicle.
(b) The truck must be a covered van or packer, or must have in use a canvas top which will effectively contain the rubbish, refuse and/or garbage within the truck.
(c) Septic tank waste shall be hauled in a watertight tank of at least 1,000-gallon capacity.
