No person shall engage in the business of hauling rubbish, refuse or garbage from commercial producers, or hauling septic tank waste, within the corporate limits of the Village unless he or she first obtains a license therefor from the Service Director. Licensees who haul waste from commercial producers shall be subject to such regulations as are reasonably required by the Service Director to monitor, among other items, compliance with State laws on commercial waste volume reduction. No person shall engage in the business of hauling rubbish, refuse or garbage from residential producers within the corporate limits of the Village except the person with whom the Village Council has entered into a contract to provide such services.
