As used in this chapter:
(a) "Garbage" means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
(b) "Hauler" means any person, firm, partnership, association, corporation, company or organization of any kind licensed to collect rubbish, refuse or garbage, or to remove septic tank waste, within the Village.
(c) "Refuse" means all putrescible and nonputrescible solid wastes, except body wastes, including garbage, rubbish, ashes and the like.
(d) "Rubbish" means all rejected waste matter accumulating in Village buildings, public and private schools, churches and other charitable institutions, clubs, dwelling houses, stores, offices or other places of habitation and business in the Village, and includes such matter as rags, excelsior, straw, pasteboard boxes, old clothes, shoes, rubbers and other scraps, burlap, matting, oil cloth, junk, small scrap metal objects, broken glass, crockery, enameled ware, tin cans, cooking utensils, hardware and all similar discarded objects.
(e) "Septic tank waste" means the fluids and solids, whether settled or not, within a septic tank, which must be removed in order for the septic tank system to function properly.
