No person, firm or corporation, either as owner, lessee, manager, officer or agent, or in any other capacity, shall hold, give, conduct, produce, present or offer any public exhibition, game, athletic contest or dance within the Village without first providing ten days prior written notice to the Mayor and the Chief of Police of the nature and circumstances of the event, including the date, time, place, estimated number of participants and the security arrangements planned to protect the persons and property of those in attendance and the residents of the Village.
