(a) No person shall alter, change, relocate or modify the Chagrin River or any other watercourse or stream in the Village, or construct, build or maintain any wall, bridge, excavation or ditch for the purpose of altering, changing, relocating or modifying any such watercourse, unless and until plans therefor have been submitted to Council and approved by Council prior to such work.

(b) Whoever violates this section is guilty of a misdemeanor of the first degree.
