(a) No person shall, without lawful authority, place or dispose of in any manner, upon any public property or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety.
(b) No person shall cause or allow trash, garbage, waste, rubbish, refuse or any other noxious or offensive materials or substances to be collected or remain in any place to the damage or prejudice of others or of the public, or unlawfully obstruct, impede, corrupt or render unwholesome or impure, any natural watercourse.
(c) No person shall dump or throw any material, except clean ashes and clean earth, or cause the same to be dumped or thrown, within 50 feet of any river or watercourse or on any property within 200 feet of any dwelling house.
(d) No person shall dump, place or suffer to remain any article or materials in or upon any public or private property or river in the Village in such proximity to any public highway, river or other property in the Village, or under such conditions, that the natural action of the elements of nature will result in such article or materials being washed, blown or deposited upon such public highway, river or other property in the Village.
(e) Whoever violates this section is guilty of a misdemeanor of the first degree.
