Any proposed amendment not originating from the Advisory Plan Commission shall be referred to the Advisory Plan Commission for consideration and report before any final action is taken by the City Council. The Advisory Plan Commission shall hold a public hearing and report its findings and recommendations in writing to the City Council, as prescribed by law, after the public hearing.
