(A) It is the policy of the city not to discriminate against any employee or applicant for employment due to the race, color, religion, sex, national origin, age, or handicap of that individual.
(B) This policy extends to all phases of employment and shall include, but not be limited to, the following:
(1) Employment, upgrading, demotion, or transfer;
(2) Recruitment or recruitment advertising;
(3) Lay-off or termination;
(4) Rates of pay or other forms of compensation; and
(5) Selection for training, including apprenticeship.
