§ 30.02 CITY COUNCIL DISTRICTS.
   (A)   The Council shall consist of five members, all of whom shall be elected at large. However, four members shall reside within the district for which they are elected and one member shall be an at large representative. The Mayor shall be elected at large.
   (B)   The city is hereby divided into election districts for the purposes of establishing representation on the Council.
      (1)   District One. Ward One shall consist of all that real estate within the city limits, which lies north of Main Street and east of a line created by the intersection of North Fifth Street and Main Street, thence running north on North Fifth Street to its intersection with North D Street, at which time, North Fifth Street becomes Ash Lane, thence running north along Ash Lane to its intersection with Chestnut Drive becomes Colony Way, thence north along Colony Way to the city limits.
      (2)   District Two. Ward Two shall consist of all that real estate within the city, which lies north of Main Street and west of a line created by the intersection of North Fifth Street and Main Street, thence running north on North Fifth Street to its intersection with North D Street, at which time, North Fifth Street becomes Ash Lane, thence running north along Ash Lane to its intersection with Chestnut Drive, thence north on Chestnut Drive to its intersection with North H Street where Chestnut Drive becomes Colony Way, thence north along Colony Way to the city limits.
      (3)   District Three. Ward Three shall consist of all that real estate within the city being south of Main Street and west of South Fifth Street.
      (4)   District Four. Ward Four shall consist of all that real estate within the city being south of Main Street and east of South Fifth Street.
      (5)   District map.
   (C)   Any part of the city which has not been described as included in one of the districts described in this section shall be included within the district that is contiguous to that part and contains the least population of the districts contiguous to that part according to the most recent U.S. decennial census.
   (D)   If any part of the city is described in this section as being in more than one district, it shall be included within the district that is contiguous to that part and contains the least population, according to the U.S. decennial census.
