Alcoholic beverages or illegal drugs shall not be sold, purchased, possessed, or consumed on park grounds at any time. Alcoholic beverages may be possessed and consumed with the written permission of the Park Board, and subject to such conditions and restrictions deemed appropriate in the sole discretion of the Park Board and also subject to all regulations as the Park Board may from time to time adopt.
