SCHEDULE V. TRUCK ROUTES.
   (A)   No person shall operate any truck over and upon any city street or alley, except on the truck routes provided in this code section.
   (B)   Drivers of vehicles subject to division (A) above shall use the following streets when traveling into, through, and out of the city:
      (1)   All state highways; and
      (2)   First Street, from South “H” Street to the North city limits line.
   (C)   The provisions of division (A) above shall not apply to refuse or garbage trucks regularly operating in the city while in the process of collecting refuse and garbage within the city.
   (D)   The provisions of this schedule shall not prohibit the driver of a vehicle subject to division (A) above from traveling upon or over any city street or alley to load or unload cargo within the city, if the operator uses the shortest possible way between the designated truck route and the place of delivery or pickup, or as otherwise directed by a police officer.
   (E)   Any person who violates any of the provisions of this schedule shall be guilty of an ordinance violation and, upon conviction, shall be fined a sum not less than $10, nor more than $500.
