(A) Speed limits generally. No person shall operate any vehicle at a speed in excess of those listed for the streets below.

(D) State laws. The speed of vehicles upon the streets within the city shall be subject to the general state motor vehicle laws regulating the speed of vehicles within city limits, except with relation to the speed zones already established by city ordinance as they apply to city parks and school zones within the city limits.
(E) Penalty. Any person who violates this section shall be deemed guilty of an ordinance violation and, upon conviction, shall be fined not more than $100.
