(A) All wastewater discharged by major contributors shall meet the admissibility standards in §§ 54.040 through 54.048, by pretreatment if necessary in the determination of the Council. Wastewater beyond the limits of admissibility set forth in § 54.045(E)(1) may be accepted and surcharged in accordance with the schedule in § 54.068.
(B) Surcharges shall be based on actual quantities discharged for treatment as determined from measured concentration and flow. Surcharge rates for wastewater characteristics not provided for in this subchapter may be set at the reasonable discretion of the Council, taking into account all of the Sewer Department’s significant cost factors, relating to treatment, handling, and disposal.
