No licensed commercial or industrial waste hauler shall discharge compatible pollutants and those incompatible pollutants within the limits of admissibility set out herein to the wastewater treatment plant at any time or place; however, the Council may accept the discharge at its discretion. Wastewater so received shall have been generated within the county.
