Except as otherwise provided by the Council; the city, or the state or any of its agencies, a person shall not construct or maintain a privy, septic tank, cesspool, or other facility intended or used for the disposal of wastewater, except that septic tank systems and fields existing on February 24, 1981 may be repaired and maintained in accord with applicable laws and ordinances.
