§ 54.002 BYLAWS AND REGULATIONS OF THE COUNCIL.
   The Council may adopt and enforce such reasonable regulations not in conflict with this chapter as may be deemed necessary for the safe, economical, and efficient management of the city’s sewage system and wastewater treatment plant and for the construction and use of building (or house) lateral sewers and connections to the sewage system, which regulations may include limitations of or prohibition of introduction of or infiltration by storm water, surface water, and ground water into the sewage system.
