The Board of County Commissioners finds and declares that it is in the public interest to regulate and restrict the establishment, operation, and maintenance of junkyards for the purposes of:
(A) Protecting the residents of the county from unpleasant and unwholesome conditions and neighborhoods;
(B) Preserving the beauty and esthetic value of rural and residential areas;
(C) Conserving and protecting property values;
(D) Safeguarding public health and welfare;
(E) Promoting good civic design; and
(F) Promoting the health, safety, order, convenience, prosperity and general welfare of the county.
