(A) Any person violating any provisions of this chapter shall be deemed guilty of a misdemeanor and, upon conviction thereof before the District Court of Garrett County or in the Circuit Court of Garrett County, shall be fined a sum of not less than $25 nor more than $250.
(B) The county is empowered to enact and amend, by resolution, standards, fees, fines and schedules pursuant to this section, which shall be available to the public.
