Pursuant to Md. Code Art. 66B, § 13.01, the Board of County Commissioners may:
(A) By ordinance, establish procedures and requirements for the consideration and execution of agreements; and
(B) Delegate all or part of the authority established under the ordinance to a public principal within the jurisdiction of the governing body.
