§ 51.36 EXISTING SYSTEM AND NEW LAND REQUIREMENTS.
   (A)   All existing septic tanks shall be considered non-conforming uses and therefore may not be replaced. Any new construction or substantial improvement must be connected to the city’s sewer system unless meeting the lot size and flow restriction exception, as explained in division (B) below.
   (B)   Lot size exception and flow restriction as determined by Building Inspector and Utilities Superintendent: When constructing a personal residence within the city limits on two acres or more, you must hook up to and utilize the city sewer system qualifying lots must be approved by the Building Inspector and Utilities Superintendent prior to construction and installation. If it is necessary to use a mechanical means (a pump) to utilize the city sewer system, a septic system may be constructed in addition, as a secondary system to guard against pump failure. Constructing and installation of the septic system must be completed by a certified installer, as required by the Administrative Rules of the state. If a mechanical means (a pump) is deemed to not be necessary by the building inspector, a septic system may not be installed. All usage of the septic system must be documented and submitted to City Hall by January 15 each year.
