(A) Prior to request for approval from the governing body, the Planning Commission shall have reviewed such application and shall have submitted their independent recommendations in favor of or against such classification along with the application.
(B) Property owned by the city is exempt from the procedure in division (A) above.
(C) The city’s governing body may initiate the establishment of redevelopment neighborhoods without application by an owner.
