(A) Contracts. All material of any kind or character used in and about the management of the city, and all printing so done for said city, shall be let to the lowest responsible bidder.
(B) Bonds. The party who receives such contract shall execute a bond with one or more sureties in the sum of $100 to said city for the faithful performance of said contract, to be approved by the City Council.
(C) Approval of bonds. The City Council reserves the right to reject any and all bids.
