It is hereby made the duty of the attendant or person in charge and the licensee to:
(A) Maintain the trailer court in a clean, orderly, and sanitary condition at all times; and
(B) See that the provisions of this chapter and all other applicable laws and ordinances are complied with and enforced, and report promptly to the proper authorities any violations thereof or any other violations of law which may come to his or her attention.
