Any person desiring to erect, alter, or repair any building used for business purposes within the fire limits shall apply to the City Council for a permit for such purpose, and furnish a plan and written statement showing the location, dimensions, and manner of construction of the proposed building or structure; and if satisfied that such building alteration or repair is in compliance with the ordinance of the city, the City Council shall order the City Auditor to issue a permit for such proposed building alteration or repair.
