(A) It shall be the duty of every Alderman who is within the city at the time of any regular or special meeting of the City Council to attend such meeting and to remain in attendance until the meeting is regularly adjourned, unless excused by a majority vote of said Council.
(B) The Alderman present at any regular or special meeting of said City Council may, by a majority vote, compel the attendance of all absent Aldermen who are within the city at said time, and may require the Chief Police to arrest such absentees and bring them forthwith before such Council.
