(A) No person shall be permitted to keep livestock of any kind within city limits except temporarily or in connection with the buying or selling of the same.
(B) Under the exception laid out in division (A) above, whenever a person keeps livestock within city limits, he or she will maintain a premises for said livestock in a healthy manner, keeping the area sanitary by controlling noxious odors, flies, or other pests.
(C) Anyone who has livestock under the division (A) above exception shall keep the same from running at large.
