§ 74.16 LICENCING, PERMITS, AND REGISTRATION.
   No snowmobile shall be operated on the public streets or public property in or of the city, except when all of the following requirements are met and existing:
   (A)   The operator must have issued to such operator a valid driver’s license or permit from the state; or, if a nonresident, a valid driver’s license or permit from the state of residency of such operator; and
   (B)   The snowmobile is registered in the state under the state statutes relating to title registration, annual registration, and license plates, and there is displayed on the snowmobile license plates as may be required by state statute; or, if the owner is a non-resident of state, the snowmobile is validly licensed in another state and has not been within South Dakota for a period of more than 60 days.
